Senior Special Commissioner post scrapped in Delhi Police

The post of “Senior” Special Commissioner in Delhi Police has been scrapped, about two months after three Special Commissioners were given the designation making them next to the Police Commissioner in hierarchy. However, all the three officers shall receive pay at DG-scale unlike other Special Commissioners who are considered equivalent to ADG-rank officials. An order issued by the Lt Governor’s office states that the three Senior Special Commissioners of Police — Vimla Mehra (IPS – 1978), Dharmendra Kumar (IPS – 1984) and Deepak Mishra (IPS – 1984) — shall henceforth be Special Commissioner of Police (DG Scale).

However, it is still not clear whether the existing Special Commissioners will still report to the three officers, as they did when the three of them were promoted, a senior police official said. As Senior Special Commissioners, Vimla Mehra (Administration Coordinator) was given charge of departments like The Welfare, Estate, Oversight, Headquarters, P&I, Provision and Logistics, Training departments and the General Administration department.

Dharmendra Kumar was made the coordinator of a Special Unit, having under its ambit units like counter-terrorism wing Special Cell, the Crime Branch, Intelligence unit, Security and Traffic. Deepak Mishra (Law and Order Coordinator) was entrusted with the coordination of the police ranges and units like Operations, Armed Police, Vigilance and Legal Cell and Research and Law and Order department.

Special Commissioners of all the units report to the concerned coordinators, who further report to Delhi Police Commissioner B S Bassi. The three positions, created on August 5, had triggered a row inside the department, sources in the police said.
