The Indian Police Foundation (IPF) celebrated its 10th anniversary with a landmark conclave in Mumbai on September 20, 2025, under the theme “Reimagining Policing for Economic Growth.” The event brought together senior police leadership, policymakers, members of the judiciary, civil servants, and leading voices from industry and academia to deliberate on how modern policing can strengthen governance and accelerate India’s economic progress.
The theme was both timely and significant, highlighting how effective, ethical, and technology-enabled policing is foundational to national stability, investor confidence, and long-term economic growth.
Held in the historic Council Hall within the Maharashtra State Police Headquarters, the venue—an elegant 19th-century British-era heritage structure—provided a fitting backdrop to discussions on modernising one of India’s oldest institutions.
The inaugural session commenced with the arrival of the Chief Guest, Hon’ble Chief Minister of Maharashtra, Shri Devendra Fadnavis, followed by the ceremonial lighting of the lamp. Shri Asim Arun, former IPS officer and currently Minister of State, Government of Uttar Pradesh, graced the occasion as Guest of Honour. Other distinguished dignitaries included Shri O.P. Singh, former DGP Uttar Pradesh and DG CISF & NDRF; Smt. Rashmi Shukla, DG Police, Maharashtra; Shri Deven Bharti, Commissioner of Mumbai Police; Shri R.S. Mooshahary, former Governor of Meghalaya; and Shri D.C. Jain, former Special Director, CBI.
In his welcome address, Mr. O.P. Singh, President & CEO of IPF, reflected on the Foundation’s decade-long journey in championing professional policing and evidence-based reforms. A short IPF film showcased the organisation’s milestones and impact.
Smt. Rashmi Shukla emphasised the growing importance of data-driven policing and the need to strengthen public trust, while Mr. R.S. Mooshahary reiterated the Foundation’s mission to embed ethics, accountability, and citizen-centricity in policing.
Delivering the keynote address, Chief Minister Devendra Fadnavis called for the fearless and purposeful adoption of technology to transform policing. “If we use technology by taking it in the right direction, fearlessly and in the right manner, we can take policing to the next stage,” he said. He added that as society stands at the cusp of AI-driven transformation, policing must adapt its structures and culture to leverage innovation for better service delivery and governance.
The inaugural session concluded with the presentation of a memento to the Chief Guest and a vote of thanks by Mr. D.C. Jain, Chief Operating Officer, IPF.
The day continued with two thought-provoking plenary sessions.
Plenary Session 1, “Policing for Building Trust and Stability in Investment Ecosystems,” was moderated by Mr. Kanhaiya Singh, Co-Founder of Indian Masterminds. The lead address was delivered by Mr. A.N. Roy, Vice Chairman, IPF and former DGP Maharashtra, who stressed that consistent enforcement and rule of law form the bedrock of investor confidence. Dr. Praveer Sinha (CEO & MD, Tata Power), Mr. Amit Jain (MD & Head, Carlyle India Advisors), and Mr. Sunil Sanghai (Founder & CEO, NovaaOne Capital) shared insights on how predictable law and order environments drive economic resilience. The discussion drew lessons from Singapore and Dubai, where robust policing frameworks have fostered global investor trust.
Plenary Session 2, “Securing the Digital Frontier – The Case for Strategic Police–Industry Collaboration,” explored cyber resilience, jurisdictional challenges, and the necessity of public-private partnerships in countering digital threats. Mr. Ashishkumar Chauhan, MD & CEO of the National Stock Exchange, led the session with speakers Mr. Shailendra Trivedi (RBI), Shri Vijay Dube (Bank of Baroda), Dr. Vijay Rai (Veeam Software), and Mr. Rajesh Kumar, IPS (CEO, I4C, MHA). The panel emphasised that collaborative frameworks between law enforcement and industry are essential to safeguard India’s digital economy.
The valedictory session, chaired by Smt. Rashmi Shukla, DGP Maharashtra, summed up the day’s discussions and reinforced the IPF’s commitment to reform, capacity building, and technology integration.

The event brought together visionaries in governance, policing, and business leadership, reaffirming that security, stability, and trust are the cornerstones of India’s economic future.
