Hyderabad, September 30, 2026: The Telangana Intelligence Department has directed all Private Security Agencies (PSAs) operating in the state to enter and upload details of their security guards and supervisors on the Manpower Module of the PSARA Online Portal within three weeks.
The direction has been issued through a Circular Memorandum dated September 2026, referring to a communication from the Ministry of Home Affairs (MHA), Police Modernization Division, New Delhi, dated September 16, 2026.
According to the circular, the MHA has developed and operationalised a dedicated Manpower Module on the PSARA portal to establish a centralised database of private security guards and supervisors employed by Private Security Agencies across the country. The move follows suggestions received from various State Controlling Authorities for capturing manpower-related information.
The Manpower Module is intended to capture details including personal particulars of security personnel, police verification status and training status, enabling more effective monitoring and compliance with the provisions of the Private Security Agencies (Regulation) Act, 2005 (PSARA) and the Rules framed under it.
The Telangana Controlling Authority has instructed all PSAs in the state to ensure that the requisite data relating to all security guards and supervisors employed by them is duly entered and uploaded on the PSARA online portal within three weeks from the date of receipt of the circular memorandum. Other states are likely to follow.
The circular further stresses that the information submitted on the portal must be complete, accurate and up to date. Details relating to police verification and training status are also required to be entered wherever applicable.
The State Controlling Authority has warned that failure, negligence or non-compliance in furnishing the required manpower details within the stipulated timeframe will be viewed seriously and may invite action under the provisions of the PSARA Act, 2005 and the Rules made thereunder.
The circular, issued by the Additional DGP, Intelligence, Telangana, Hyderabad, who is also the Controlling Authority for the State under PSARA Act, 2005, has been addressed to all Private Security Agencies in Telangana. Copies have also been forwarded to all Commissioners of Police and Superintendents of Police in the state, as well as the Ministry of Home Affairs, Police Modernization Division, New Delhi, for information.
For private security agencies in Telangana, the immediate requirement is therefore to verify their manpower records, particularly police verification and training status, and ensure that the required data is uploaded on the PSARA Manpower Module within the prescribed three-week period.
At a joint workshop held on 25 June 2026 under the aegis of the Union Ministry of Home Affairs (MHA), and organised by FICCI, the Security Association of India (SAI), Karnataka Security Services Association (KSSA), Central Association of Private Security Industry (CAPSI) and BSRU, the need for establishing a centralised, digitised national registry of licensed security guards had emerged as an important requirement. The current initiative to register security guards and supervisors on the PSARA Manpower Module appears to be a significant step in that direction.
